Towards the end of The Way of The Samurai The Japanese Government created a law that prevented people from carrying Katanas, swords, or most other weapons, 

Their law made it more dangerous throughout their nation rather than safer, 

During this time period rose a clan that hid in the shadows and taught the now fading Way of The Samurai with their own ways combined into it,
